As part of plans to diversify the economy away from dependence on the petrochemical sector and develop other capital intensive industry in the UAE, our client undertook the construction of a rolling mill to produce steel bars. The facility was intended to form the first phase of an integrated steelworks and all stages of the project were designed to permit backward integration and provide optimum logistical connections. McLellan was involved throughout the full lifecycle of this project, from the feasibility assessment stage through to commissioning and successful handover.
McLellan conducted a techno-economic feasibility study to ascertain the technical, financial, socio-economic and environmental viability of the project. The study considered aspects such as the market potential for the proposed products, the availability and price of raw materials, detailed site investigation of four possible plant locations, technology options for plant and equipment, utility requirements, ancillary facilities requirements, environmental impacts of the facility, implementation time schedule, financial viability and project risks. The study established the viability of the project, allowing the client to proceed to the implementation stage.
Once the feasibility stage had been successfully completed, McLellan was commissioned by the client to provide procurement services including:
The procurement stage resulted in several technically compliant bids on the basis of which McLellan conducted a tender evaluation and made recommendations to the client. Preferred bidders for each of the main onshore and offshore contracts were then selected and following contract negotiations, orders placed.
McLellan provided full project management services for the execution stage. Activities included:
McLellan also provided additional services including: assistance to the client with the procurement of raw materials and recruitment of staff; provision of technical and operational support during start-up of the plant and preparation of preventative maintenance programmes for the plant.
Following successful commissioning and start-up, the plant was handed over to its fully trained operational personnel.
